Empowerment Zones and Job Opportunities
- Empowerment zones are underdeveloped areas of the city that
receive federal funding to create growth, jobs and opportunities.
- Daley used empowerment zone funding in areas not designated as
empowerment zones.

half its empowerment zone activities, to make it seem as if the city’s
accomplishments were greater than what they really were.
- The city failed to build partnerships with major corporations
and financial institutions, which means jobs were not created.
